WHEREAS, 67% of our power comes from fossil fuel combustion and 32% comes from nuclear generation.

WHEREAS, the Earth is experiencing global climate changes mostly because of the overuse of fossil fuels.

WHEREAS, many other schools, organizations, and citizens look up to Carolina as a leader and it is therefore our responsibility to become the first university in the southeast to support renewable and sustainable energy options.

WHEREAS, creating a fund of student fee money to support renewable energy options will reduce pollution and electricity costs.

WHEREAS, this plan has been discussed with and has the approval of Carolyn Efland, Associate Vice Chancellor of Campus Services; Ray DuBose, Director of Energy Services; Ralph Taylor, Energy Manager for Facilities Services; and Cindy Shea, Sustainability Coordinator for the University.

THEREFORE, BE IT RESOLVED BY THE STUDENT CONGRESS OF THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL THAT:

The following paragraph, which would create a student fee to fund sustainable energy, be placed on the ballot for general elections in February for passage by the student body:

“Do you approve the creation of a $4 per semester Renewable Energy fee that will go into a fund that will support renewable energy projects on campus and buy power from renewable energy providers? This would give UNC the opportunity to reduce pollution and improve public health in our area by using cleaner renewable energy sources (such as solar, wind, and small hydroelectric). The fee, if approved, will go into effect in 2004 and will be paid by undergraduate and graduate students.”

Should the above referendum pass by a simple majority of students voting, a $4 per semester student fee shall be created, pending approval by the Board of Trustees and the Board of Governors, for undergraduate and graduate students.
